Position Summary:

Reports to: Director of Information Technology FLSA: Exempt 

Under the supervision of the Director, Information Technology, provides administration of all telecommunications systems.

  • Provides administration of all telco systems including Cisco Unity, Cisco Unified Call Manager. 
  • Leads telecommunication and other special projects including new equipment and facilities purchases, system migrations or upgrades and office or departmental moves.
  • Reviews and audits all telecommunication invoices prior to payment. 
  • Audits and documents the telecommunications environment to include: documentation of all accounts, facilities and equipment, entering telecommunications inventory into corporate database and preparing reports for management as needed.
  • Prepares and maintains a disaster recovery plan for the telecommunications environment and helps maintain IT Business Continuity Plan. 
  • Participates in contract negotiations and enforcement with telecommunication vendors.
  • Monitors call detail records and prepares reports for management as needed.
  • Performs cabling work including punch downs, jack repair, installation or replacement of jacks, toning or tracing cables and cross-connects.
  • Performs end user training on all telecommunication systems as needed.
  • Works to ensure all configurations and modifications are documented.
  • Participates in customer, and vendor meetings as required.
  • Collaboration with technical staff, applications development and support, computer operators and all levels of hospital staff is required.
  • Additional roles include serving as a back-up to the network security administrator function, special projects coordinator and mobile computer device administrator. 

Minimum Qualifications:

Education

  • Bachelor’s degree Required With course work in computer or related field. Or any equivilant combination of training and experience. 

Licenses/Certifications

Appropriate certifications and/or experience in multi-telecommunications environments.

SKILLS

  • Experience with Cisco Call manager VOIP systems, Ascom Freeset DCT1900 in-building wireless, Nortel 61c PBX, Nortel Norstar CICS, Nortel BCMs, and associated voicemail systems for Meridian mail, Cisco Unity, Call Pilot, and Norstar Star Talk Flash.
  • Moderate knowledge of technical project management and health care in the acute care setting.
  • Requires critical thinking skills, decisive judgment and the ability to work with minimal supervision.
  • Must be able to work in a stressful environment and take appropriate action.

Essential Functions

  • Telecommunications Continuously reviews Track-IT work - order system for assignments and user problems, responds on a timely basis, records status accordingly.
  • Provides specific detailed information for telecommunications hardware and software selection, implementation techniques, and tools, and makes recommendations accordingly.
  • Maintains a strong understanding of hospital business processes and technical hospital infomation systems environments as they pertain to voice and VOIP.
  • Assists in the evaluation process, and implements purchased hardware and software for telecommunications. 
  • Provides overall design and administration of corporate communications systems including e mail, voice-mail and phone system.
  • Audits telecommunication invoices, accounts, facilities, and equipment.
  • Prepares, documents, tests, and maintains disaster recovery processes for all telecommunication systems.
  • Participates in documenting and executing recommended changes to system architecture to accommodate technology upgrades and performance problems/issues.
  • Ensures timely maintenance of all telecommunications equipment including Cisco VOIP, PBX and systems.
  • Performs cabling work as required to improve or maintain current telecommunication systems.
  • Performs end user training as needed. Maintains inventory or parts and spare inventory for daily repair and projects.
  • Works with outside vendors to resolve problems and implement new solutions.
  • Monitors activity and environment in server room and reports issues on a timely basis.
  • Mobile Device Administration Provides administration and support for mobile computer devices as needed.
  • Network Security Administrator Back-up. Provides back-up support for security administrator functions as needed.
  • Utilizes security administration forms and processes to grant/revoke security access as necessary.
  • Maintains confidentiality of sensitive and confidential information.
  • Supervision duties Indirectly supervises project team members a necessary.
  • Special Projects Coordinator Readily accepts and assists with special projects as assigned.
  • Successfully plans and coordinates the implementation of assigned IT-related projects within scope, cost and schedule. 
  • Utilizes project management, project planning, and systems development life cycle methodology skills. 
  • Creates system project plans identifying required tasks, dependencies, resources, and timeframes using MS Project.
  • Monitors and reports status of assigned projects against the project plans.
  • Supports the implementation plan and conducts the post implementation review.
  • Prepares/reviews project test plans and conducts testing processes. 
  • Coordinates and conducts project team meetings.
  • Non-Essential Functions Maintains the confidential nature of all patient and hospital related activities.
  • Understands the need for and maintains patient confidentiality.
  • Performs routine assignments independently.
  • Seeks direction when indicated for unusual or non-routine duties.
